Shawn Segal

Investigative journalist — surveillance, data brokers, and the systems they hide.

I report on the infrastructure of surveillance: the contracts, the data flows, and the quiet agreements that turn local government records into commercial assets and federal investigative tools.

The work centers on primary documents — FOIA returns, signed contracts, technical exhibits — and on making them legible to people who weren't supposed to find them.
