I report on the infrastructure of surveillance: the contracts, the data flows, and the quiet agreements that turn local government records into commercial assets and federal investigative tools.

The reporting centers on primary sources - FOIAs, contracts, and technical exhibits - and on making them accessible to the public and actionable for journalists. That means diving into undisclosed and unaccountable surveillance mechanisms, but also documenting what responsible practice looks like - and ensuring it gets recognized and replicated.
